摘要: 在以人民为中心建设服务型政府的背景下, 政民互动中存在两类民众主观评价与政府客观绩效相背的“满意悖论”, 即公共部门“佳绩”遇差评所体现的反公共部门偏差和“庸绩”获好评所体现的亲公共部门偏差。两类悖论的本质是民众对公共部门的态度偏差(Citizens’ Attitude Bias toward the Public Sector, CAB-PS), 都会降低公共部门绩效评估的准确性, 阻碍民众与公共部门协同优化公共服务。为此, 本研究基于行为治理视角系统探讨CAB-PS的成因及后果。首先, 借鉴社会心理学的“偏差”定义, 厘清CAB-PS的内涵并改进现有测量工具。其次, 整合社会、组织与个体三层次因素, 通过联合实验检验各因素对CAB-PS的影响强度与相对重要性。最后, 采用情景实验分析CAB-PS对民众合作生产行为的影响效应与边界条件。通过揭示CAB-PS的三重前因与行为后效, 本研究可为化解“满意悖论”、提升公共服务供给效能与推进服务型政府建设提供理论洞见与实践启示。
